TABLE OF CONTENTS

ITEM 20 The determination as to whether annual leave to attend union activities requested prior to determination of the choice vacation schedule is to be part of the total choice vacation plan. ITEM 21 Those other items which are subject to local negotiations as provided in the craft provisions of this agreement. ITEM 22 Local implementation of this agreement relating to seniority, reassignments.
ITEM 1 Additional or longer Wash-up Time: Management will be lenient in allowing a minimum of at least 3 minutes wash-up time not to exceed 5 minutes wash-up time including prior to lunch and prior to the end of a tour.
ITEM 2 The establishment of a regular work week for five days with either fixed or rotating days off. Office will maintain existing 2 regular window clerk positions with fixed consecutive days off. Regular position #3 may have rotating or fixed days off. Future regular positions will be considered as they become practicable.
ITEM 3 Guidelines for the curtailment or termination of postal operations to conform to orders of local authorities as local conditions warrant because of emergency conditions. In case of extreme conditions in our area, such as an earthquake or other emergency conditions that are an act of God as declared by appropriate authority, all clerk craft employees that are on duty in the office at the time of the declared emergency will receive instructions from the management concerning their duty status and assignments. The union may initiate a request for action under this item, management agrees to consult on the subject, reserving its management right to make the final decision. Administrative leave, annual leave, or leave without pay may be granted.
ITEM 4 Formulation of local leave program.
ITEM 5 The duration of the choice vacation period. Choice vacation period shall be the first 4 weeks of January through the last 4 weeks of December.
ITEM 6 The determination of the beginning day of an employee's vacation period. The vacation week shall start Monday and end on Sunday.
ITEM 7 Whether employees at their option may request two selections during the choice vacation period, in units of either five or ten days. All employees have the option of 2 selections during the first round in the choice vacation period. This must be in units of 5 or 10 days, the total not to exceed 10 or 15 days according to the number of days earned. No employee will be granted vacation unless he/she has earned annual leave as a matter of record. As per Item 4, there shall be a second and third round of selections.
ITEM 8 Whether jury duty and attendance at national or state conventions shall be charged to the choice vacation period. Neither shall be charged to that employees choice vacation period.
ITEM 9 Determination of the maximum number of employees who shall receive leave each week during the choice vacation period. In the clerk craft, the minimum number of employees who shall be granted leave per week will be one.
ITEM 10 The issuance of official notices to each employee of the vacation schedule approved for such employee. Postmaster or designee posting of the vacation roster near the time clock. A duplicate copy of Form 3971 will be returned to the employee.
ITEM 11 Determination of the date and means of notifying employees of the beginning of the new leave year. No later than November 1st, publicize on the bulletin board and by other means the beginning date of the new leave year, which shall begin the first day of the first full pay period of the calendar year, by the employer.
ITEM 12 The procedures for submission of applications for annual leave during other than choice vacation period.
ITEM 13 The method of selecting employees to work on a holiday. Management will select employees to work on holidays in the Following order:
ITEM 14 Whether "overtime desired" list in article VIII shall be by section or tour. By tour.
ITEM 15 The number of light duty assignments within each craft or occupational group to be reserved for temporary or permanent light duty assignments. Light duty assignments will be considered on a craft unit basis. Employees within a craft shall have priority on all light duty assignments within their craft over employees from another craft.
ITEM 16 The method used in reserving light duty assignments so that no regularly assigned member of the regular work force will be adversely affected. Light duty assignments shall be any duty an employee can perform pursuant to a doctor’s certificate.
ITEM 17 The identification of assignments that are to be considered light duty within each craft represented in the office.
ITEM 18 The identification of assignments comprising a section, when it is proposed to reassign within an installation employees excess to the needs of a section. The entire office will comprise of one section.
ITEM 19 The assignment of employee parking spaces. The employer shall make every reasonable effort to provide sufficient secure parking spaces for employees. Employees parking spaces shall be on a first come served basis, excluding spaces designated for Postal vehicles and for management.
ITEM 20 The determination as to whether annual leave to attend union activities requested prior to determination of the choice vacation schedule is to be part of the total choice vacation plan. Choices are not considered part of employee's choice vacation.
ITEM 21 Those other items which are subject to local negotiations as provided in the craft provisions of this agreement.
ITEM 22 Local implementation of this agreement relating to seniority, reassignments.
It is understood by the parties signatory to this agreement that any violation of this agreement shall be subject to the grievance arbitration procedures outlined in Article 25 of the national agreement.
