ITEM 18 The identification of assignments comprising a section, when it is proposed to reassign within an installation employees excess to the needs of a section.

ITEM 19 The assignment of employee parking spaces.

ITEM 20 The determination as to whether annual leave to attend union activities requested prior to determination of the choice vacation schedule is to be part of the total choice vacation plan.

ITEM 21 Those other items which are subject to local negotiations as provided in the craft provisions of this agreement.

ITEM 22 Local implementation of this agreement relating to seniority, reassignments.

 

 

ITEM 1 Additional or longer Wash-up Time:

Management will be lenient in allowing a minimum of at least 3 minutes wash-up time not to exceed 5 minutes wash-up time including prior to lunch and prior to the end of a tour.

 

ITEM 2 The establishment of a regular work week for five days with either fixed or rotating days off.

Office will maintain existing 2 regular window clerk positions with fixed consecutive days off. Regular position #3 may have rotating or fixed days off. Future regular positions will be considered as they become practicable.

 

ITEM 3 Guidelines for the curtailment or termination of postal operations to conform to orders of local authorities as local conditions warrant because of emergency conditions.

In case of extreme conditions in our area, such as an earthquake or other emergency conditions that are an act of God as declared by appropriate authority, all clerk craft employees that are on duty in the office at the time of the declared emergency will receive instructions from the management concerning their duty status and assignments. The union may initiate a request for action under this item, management agrees to consult on the subject, reserving its management right to make the final decision. Administrative leave, annual leave, or leave without pay may be granted.

 

ITEM 4 Formulation of local leave program.

    1. Employees approved vacation period will not be canceled except in a serious situation.
    2. No employee shall be denied vacation period because of supervisor relief.
    3. Vacation selection shall begin the first Monday in November among employees by office seniority. Each employee shall have 72 hours after notification of his/her turn to complete his/her selection or to be placed at the end of the round. Each employee is entitled to 1 or 2 choices not to exceed 3 weeks. After the list has been circulated once, it will be circulated a second time in the same manner for the balance of any accrued leave. A third circulation will be reserved for only employees with 240 or more hours of annual leave on record.
    4. Every possible consideration for appropriate leave shall be given to employees in situations of personal emergency.
    5. Relinquished vacation days or periods shall be reported to management on PS Form 3971. Employees shall also fill out in-office relinquish form for full periods and post for a period of one week. These relinquished periods shall be available by seniority during the posted week and by first come basis after that, up to 7 days prior to the first day of the relinquished period.
    6. Application for unbid or incidental leave shall be on PS Form 3971 in duplicate with completed duplicate returned to the employee within 3 working days with approval or disapproval.
    7. Any additional requests for leave submitted after vacation list has been finalized will be approved if there is no other clerk on scheduled vacation  time. Requests submitted on the same day shall be granted by seniority. The remainder of the employees leave may be granted at other times of the year as requested by the employee.

 

ITEM 5 The duration of the choice vacation period.

Choice vacation period shall be the first 4 weeks of January through the last 4 weeks of December.

 

ITEM 6 The determination of the beginning day of an employee's vacation period.

The vacation week shall start Monday and end on Sunday.

 

ITEM 7 Whether employees at their option may request two selections during the choice vacation period, in units of either five or ten days.

All employees have the option of 2 selections during the first round in the choice vacation period. This must be in units of 5 or 10 days, the total not to exceed 10 or 15 days according to the number of days earned. No employee will be granted vacation unless he/she has earned annual leave as a matter of record. As per Item 4, there shall be a second and third round of selections.

 

ITEM 8 Whether jury duty and attendance at national or state conventions shall be charged to the choice vacation period.

Neither shall be charged to that employees choice vacation period.

 

ITEM 9 Determination of the maximum number of employees who shall receive leave each week during the choice vacation period.

In the clerk craft, the minimum number of employees who shall be granted leave per week will be one.

 

ITEM 10 The issuance of official notices to each employee of the vacation schedule approved for such employee.

Postmaster or designee posting of the vacation roster near the time clock. A duplicate copy of Form 3971 will be returned to the employee.

 

ITEM 11 Determination of the date and means of notifying employees of the beginning of the new leave year.

No later than November 1st, publicize on the bulletin board and by other means the beginning date of the new leave year, which shall begin the first day of the first full pay period of the calendar year, by the employer.

 

ITEM 12 The procedures for submission of applications for annual leave during other than choice vacation period.

    1. Form 3971 shall be submitted by seniority starting the first weekday after the completion of the choice selection.
    2. Employees shall have 72 hours to complete form 3971, selecting up to three weeks consecutive or split, not to exceed five weeks for the calendar year. Approval shall be as in Item 10.
    3. If an employee fails to exercise his/her option to bid within the three day period, he/she will be passed over. Such an employee may re-enter the bidding at their option at the end of the round. Such an employee does not have the right to bump anyone who has already bid and been assigned a spot.
    4. Open choice annual leave periods shall be considered available for bidding in accordance with 12A, 12B, and 12C.
    5. Application for unbid or incidental leave shall be on Form 3971 in duplicate with completed duplicate returned to employee within 3 days

ITEM 13 The method of selecting employees to work on a holiday.

Management will select employees to work on holidays in the Following order:

    1. Casuals
    2. Part-time Flexibles, on rotating basis when possible (with needed skills)
    3. Volunteer regulars on their scheduled holiday (100%)
    4. Non-volunteer regulars on their non-scheduled day (100%)
    5. Volunteer regulars on their non-scheduled day (150%)
    6. Non-volunteer full and part-time regulars on their non-schedule day by juniority (150%)

ITEM 14 Whether "overtime desired" list in article VIII shall be by section or tour.

By tour.

 

ITEM 15 The number of light duty assignments within each craft or occupational group to be reserved for temporary or permanent light duty assignments.

Light duty assignments will be considered on a craft unit basis. Employees within a craft shall have priority on all light duty assignments within their craft over employees from another craft.

 

ITEM 16 The method used in reserving light duty assignments so that no regularly assigned member of the regular work force will be adversely affected.

Light duty assignments shall be any duty an employee can perform pursuant to a doctor’s certificate.

    1. Each light duty request will be made in writing to the Postmaster accompanied by a physicians statement supporting the request.
    2. Light duty assignments will not take work from a regularly assigned employee.

ITEM 17 The identification of assignments that are to be considered light duty within each craft represented in the office.

    1. If, in the event there are not a sufficient number of light duty assignments in one craft, employees that qualify for permanent or temporary light duty assignments may be placed temporarily in a light duty assignment of another craft, providing that any of the qualification criteria needed for that assignment is met.
    2. Employees on light duty assignments shall not work more than 8 hours in one day, or 40 hours in one week

     

ITEM 18 The identification of assignments comprising a section, when it is proposed to reassign within an installation employees excess to the needs of a section.

The entire office will comprise of one section.

 

ITEM 19 The assignment of employee parking spaces.

The employer shall make every reasonable effort to provide sufficient secure parking spaces for employees. Employees parking spaces shall be on a first come served basis, excluding spaces designated for Postal vehicles and for management.

 

ITEM 20 The determination as to whether annual leave to attend union activities requested prior to determination of the choice vacation schedule is to be part of the total choice vacation plan.

Choices are not considered part of employee's choice vacation.

 

ITEM 21 Those other items which are subject to local negotiations as provided in the craft provisions of this agreement.

    1. There shall be a Labor-Management meeting held bimonthly at a time convenient to both parties. Labor and Management will furnish a copy of their agenda 24 hours prior to the meeting.
    2. There shall be 2 ten minute breaks per 8 hours.
    3. Tools, Equipment and Supplies: When the employer requires special tools, equipment, and/or supplies relative to the proper performance of a job or position, such items shall be furnished by the employer.
    4. Anti-Fatigue measures: Platform rest bars and floor mats shall be kept in good repair and an adequate number will be provided. 
    5. First-Aid: A first-aid kit will be adequately maintained by the employer. Access will be available to/for all craft employees.
    6. The employer shall give consideration to letters of preference for a duty assignment for which no bid is established on a seniority basis.
    7. No regular employee shall be required to work overtime, except upon one hours notice, or in an emergency.

 

ITEM 22 Local implementation of this agreement relating to seniority, reassignments.

    1. Copies of all clerk personnel change orders, bid postings, bid awards, including the number of successful bids by an employee will be mailed to the union as issued.
    2. A seniority roster will be kept up to date by the employer and will be available for all employees to view.

 

 

It is understood by the parties signatory to this agreement that any violation of this agreement shall be subject to the grievance arbitration procedures outlined in Article 25 of the national agreement.
